Modernizing Recall Communications: BizzyCar Supports NHTSA Rule Advancing Congressional Mandates

On March 10, 2025, BizzyCar submitted official comments to the U.S. Department of Transportation in response to the National Highway Traffic Safety Administration’s (NHTSA) supplemental proposed rulemaking on electronic recall notifications (Docket No. NHTSA-2016-0001). The proposal marks a significant step toward modernizing how automakers notify consumers about vehicle safety recalls, and BizzyCar is proud to be helping lead the charge.

Why This Matters

Traditional recall notifications, sent by first-class mail, are slow, costly, and often ineffective. At a time when consumers expect real-time information and digital convenience, we believe it’s essential that the recall process evolves.

BizzyCar’s electronic recall notification platform is built precisely for this purpose. Using existing databases and integrations with over 1,500 franchise dealerships and nearly every OEM in the country, we deliver fast, effective, and low-cost recall communications to vehicle owners. In fact, our solution achieves 10 to 15 times higher response rates than direct mail, while reducing the cost by more than 90%.

What NHTSA Is Proposing

In January 2025, NHTSA issued a supplemental notice of proposed rulemaking to allow manufacturers to use a two-tiered electronic notification system. This rule is designed to align with legislative mandates from the MAP-21 Act and the FAST Act, which directed NHTSA to bring vehicle safety communications into the digital age.

We fully support this approach, and based on our years of experience in the recall space, we’ve recommended two additional steps that will make the regulation even more effective.

His message was clear: Digital-first recall outreach isn't just a possibility, it's already a reality. Ryan shared success stories from our dealership partners and provided data showing how electronic notifications outperform traditional methods in both speed and effectiveness. BizzyCar’s Recommendations to NHTSA

  1. Allow Electronic-Only Notifications for Engaged Consumers
    If a manufacturer can reasonably confirm that an electronic recall message will be received (and acted upon), we believe they should be allowed to skip the costly and redundant mail follow-up, unless the consumer takes no action within a set period (e.g., 30 days). This change would reward manufacturers for investing in effective digital outreach and ensure faster action from consumers.

  2. Accelerate the Rule’s Implementation Timeline
    NHTSA has proposed giving manufacturers one year to comply after the final rule is published. But Congress originally called for a rule like this to be finalized within 270 days, back in 2015. Given that platforms like BizzyCar already have the infrastructure in place, we believe six months is a more appropriate phase-in period. The technology is ready now, and the safety of millions of drivers shouldn't wait another year.
